Tougher English language requirements for ILR

The English language standard required to settle in the UK is set to increase to CEFR level B2.

As it stands, an applicant for settlement, or Indefinite Leave to Remain (ILR), on most eligible visa routes must demonstrate knowledge of English at or above the Common European Framework for Reference for Languages (CEFR) level B1 as part of their application.

In January 2026, higher standards of English language were introduced for the Skilled Worker, Scale-up, and High Potential Individual visa routes, requiring applicants to demonstrate English language knowledge at CEFR level B2 – but this new rule only applied to new applicants under these routes. However, in their latest Statement of Changes, the Home Office have announced that the general standard of English language required for settlement will increase from CEFR level B1 to CEFR level B2. This forms part of the Government’s earned settlement proposals, having been first set out in 2025’s Immigration White Paper.

The change comes into effect on 26 March 2027. All applications for settlement made in applicable routes which are submitted on or after this date will therefore need to demonstrate the applicant’s knowledge of English language at or above CEFR level B2.

This can be done either:

  • with an approved English language test, passing all four facets (speaking, listening, reading and writing) at CEFR level B2; or
  • by providing evidence of having completed an appropriate qualification taught in English (which will require approval from Ecctis, if taught overseas).

The existing exception relating to nationals of certain majority English speaking countries remains in place.

For many who are set to qualify for ILR after March 2027, this change will necessitate taking a fresh English test at CEFR level B2 or obtaining confirmation from Ecctis that their qualification meets the required standards.

Of course, with changes to the ILR qualifying periods expected in Autumn 2026, there may be knock-on impacts regarding the applicable English language standards for those who have their qualifying date pushed back into 2027 or beyond.
